The purpose of this page is to publish the regulations and policies which are expected to be followed by the children, parents and staff.)

The purpose of this handbook is to outline the policies and procedures under which we operate as a child care provider. We give the children in our care opportunities to learn, where they can feel safe and loved and can begin to build a positive self image. Your child will receive quality personal and individualized care in a warm and loving environment. Your child will have the opportunity to gain practice in language, fine motor, gross motor & self help skills. Children will not be denied enrollment on the basis of sex, race, or religion. Little Steps Child Care Center provides care for children ages 6 weeks to 5th grade.

We are always open to suggestions and feel communication is a very important part of this business. If there are any problems or concerns, we encourage parents to bring their concerns to our attention. If a lengthy conference is needed, a time that is convenient for all parties will be scheduled, as the other children still need our attention during business hours.

Hours of Operation:

6:30 am to 6:00 pm Monday through Friday.



1. Contract signed by parent or guardian with the enrollment fee.
2. Emergency contact form - must be updated every six months.
3. Physical must be submitted within 30 days of start date.



Fulltime: Daycare contracted on a set scheduled time slot for no more than 50 hours per week. Maximum of 10 hours per day. Sign in sheets will be used to track. (Example: Drop Off 6:00, Pick Up by 4:00)

Overtime: Overtime is considered any time outside the contracted time interval and, any time after 6:00pm. Payment for overtime/late fee is due at time of pickup to staff on duty at the rate of $1.00/minute.

Payments: Payments can be made by cash, money order or check; payment is due weekly, in advance, by 12:00 noon on Thursday. Money Orders or checks should be made payable to Little Steps Child Care Center.

Late payment fees: There is a late fee charged of $20.00 per day applies to all payments received after 12:00 noon on Thursday.


Holidays and Birthdays:

We celebrate all Christian holidays and a handful of others. We have a Christmas pageant each year. Your child does not have to participate in the events and if you do not want them to attend then you may certainly keep them at home. No credit will be given for not attending.

Birthdays: If there is a special treat you would like to bring for your child's birthday that would be acceptable.


Arrival and Departure:


* ALL cell phones should be turned off prior to entering the building; dropping off or picking up your child should be your number one safety concern.

* Parents must be in control of their child at all times during arrival and departure.

* Parents are responsible for their child upon sign out from the center.

* Children can not be left unattended during drop off and pickup times.

* When arriving and departing children should be escorted promptly to their designated area or classroom. Children must remain within the rooms designated as the child care center. DO NOT allow your child to leave the classroom without adult supervision and control. For further clarification see "Center Rules".

* Please send your child clean, dressed for the day, and fed (if arriving after 8:00 a.m.).

* Please use caution when departing the center as the exit doors open onto an alley way.

*** Your child will not be released to ANYONE other than those named on the emergency contact list. In addition, we will need a note or a phone call notifying us whenever someone other than the parents will be picking up.

*** If there is a court order keeping one parent away from the child, a copy of the court order must be provided. Otherwise, we cannot enforce the non-custodial parent from picking up the child.



To provide the best possible care, please feel free to communicate any needs, wants, and or concerns regarding your child. It is only through parent/provider interaction that a goal of quality, nurturing care can be achieved.


The main goal of Little Steps Child Care and Learning Center is to have fun, improve social skills and encourage creative expression. Little Steps will utilize a variety of activities to accomplish this goal. Free play, reading, phonics, writing, mathematics, science, arts & crafts, music/singing, dancing, dramatic play/pretend, games and puzzles are just some of the activities we will be doing.

Meals & Snacks: (Breakfast prior to 8:00 arrival)

Milk is provided for lunch and snacks.

Parents are to pack a nutritious lunch. The lunch will be stored in the refrigerator. Please do not pack items which need to be heated in a microwave. Please use a thermos for hot items.

Parents take turns providing snacks; please nutritious snacks only, no candy.


Child Abuse:

Under PA law Little Steps Child Care employees are required to report to the local Police and Children and Youth Services Office any suspected physical, emotional, sexual or suspected abuse or neglect.


Behavior Management & Discipline

The Little Steps philosophy is that discipline is used to teach a child. This is achieved through love, consistency, and firmness. The children are explained the rules of the center frequently so that they know the guidelines. Once a child understands the rules and disobeys them, hurts others or property, the following developmentally appropriate guidance techniques will be used.

These techniques are as follows:

1. Positive Reinforcement: The child will be encouraged when he/she is demonstrating acceptable behavior.

2. Redirection: The child is redirected to another activity and given an opportunity to try again at another time.

3. Time out: The child is separated from the group for an age appropriate period of time. This technique is used only when a child is exhibiting temper tantrum type behavior or hurting them self, others, or equipment. When the child shows that he/she is ready to demonstrate acceptable behavior, they are encouraged to join the rest of the group and try again.

4. Last resort: When a child's behavior is continually upsetting or dangerous to others, or the staff a conference will be called with the parents. If the problems can't be resolved, arrangements will have to be made for the child to go elsewhere for care. The safety of all our students and staff come first.

*Sometimes, if both a parent and a provider are both in the same area (ex. drop-off, pick up, parties, etc.) a child may forget the rules, or test the boundaries. Please help show your child that you respect the rules as well by reminding them that the rules still apply when you are around.


Center Rules:

*No running, jumping, or screaming permitted inside.

*No hitting, pushing, biting, grabbing, kicking, spitting, or pinching others, including the parents.

*No standing or climbing on chairs, tables, or furniture.

*No mistreatment of toys - standing on, throwing, bashing, hitting with.
Parents will be asked to pay for or replace toys if this occurs.

*Bullying will not be tolerated.

*No name calling, teasing, swearing, bad language or violent play.

*No rough housing, climbing or sitting on, pulling, or lifting/carrying other children.

*When exiting the center, parents/guardians must have physical control of the child. i.e. holding the child's hand or carrying the child across the alley way to the vehicle.

*All children shall remain within the rooms of the child care center. Children are not allowed to roam through areas outside of the child care center. ie: stairways, sanctuary, fellowship hall, office, bathrooms.


Supplies Needed:

Parents are responsible for supplying the following items:
* Bottles, baby food, wipes, lunch, linens for cribs and rest mats.
* All items should be labeled with child's name or initials if they are not labeled, the center will label them.
* Disposable diapers or pull ups for non potty trained children.
* Weather appropriate change of clothes (2 changes of clothes for children who are being toilet trained).
* Swimsuit (summer time only)
* Any other necessary items (powder, ointment, etc.) cubbies are provided to keep all of these items in with your Child's name on it.



All blankets and bedding are to be washed weekly or as needed throughout the week.



No toys should be brought from home.


Transportation and Field Trips:

Summer Camp students (school age) sometimes go on outings such as field trips or excursions to local places of interest. Parents will be notified in advanced of all field trips or outings.


Absences, Sick Days, and Early Dismissals:

If your child is ill, please call Little Steps Day Care and Learning Center @ (717-737-6080) as early as possible on the day of illness to let us know your child will not be in attendance.

Parents will be notified of early dismissals by phone call, website and news media should the need arise.


Health and Medication

Illness and Medicine Policy


Medical Emergencies:

In the case of a serious accident or sudden illness requiring medical attention, the following procedures are followed:

1) a phone call is made to 911.

2) Child's parents (or emergency contacts) are called.

3) Child and health records are taken to emergency service at chosen hospital in registration form.

4) In all cases, an emergency report is completed and a copy given to parents as well as the Department of Public Welfare.

* It is extremely important, especially in instances of illness or emergency that the emergency contact information is up to date and all information is correct. Please report any changes immediately to keep your emergency contact information current.

* For minor injuries like bumps and bruises, home first aid will be provided at the child care center. If the injury is more serious, (I.e. needs stitches, broken arm, or dislocation, etc.) the parent will be notified immediately.


Natural Disaster Procedures:

Upon admission to the child care center parents will be notified of the emergency plan for the center. The emergency plan is available for review.

In the event of flooding, tornadoes, severe weather, or other natural disaster, we will be following the emergency plan. If we have to leave the facility we will follow the proper evacuation route already established.



Referral from a client is one of the biggest compliments we can receive. As a special thank you, we offer families a free week (based on one child) of care for each referral that enrolls. Your free week will be deducted after the referred child has attended for 8 weeks.
